Barkestone, Plungar & Redmile Parish Council seek a Parish Clerk
  • Applicants must be able to attend some day and evening meetings
  • Be confident using a computer with emails and web
  • Communicate in writing and verbally with electors, officials and elected representatives
  • Administer the parish council including, calling meetings, writing minutes, maintaining financial records and ensuring all legal requirements are complied with.
  • The clerk is paid on the nationally agreed pay scale £8.34 - £11.93 / hour for 208 hours / year
  • The post holder will work from home except when attending meetings.
  • Previous experience in this or a similar position will be an advantage but is not essential.

Redmile village footpath

In September 2008 the parish council submitted an application to have a footpath in Redmile added to the Definitive Map to ensure that the path is properly recorded and maintained for future use. The path has been difficult if not impossible to use for some time. We are asking residents and former residents to contact us if they have any memories of using the path in the 1960s, 70s and early 80s.

For many years a path has run through the children's play area. It starts on Main Street passes through the children's play area then turns right and comes out on Bakers Lane. The parish council claim is for a path that continues in a straight line from Main Street to Drift Hill and hence leaves the existing route where the metalled path turns to the right. The path then emerges onto Drift Hill between Clematis Cottage and The Cottage. More »

Redmile churchyard memorial safety
Redmile churchyard memorial safety

A recent survey of memorials in St Peters churchyard Redmile has identified eight stones which pose a danger to visitors to the churchyard. Work is needed to make these memorials safe in the long term. We invite relatives to contact us or friends to notify family who may live outside the area. It is essential that no work be carried out on the memorials without first making contact as permission needs to be obtained from the church authority first. The condition of the Grantham Canal is particularly overgrown near Plungar. Paul Abel of Melton Borough Council has secured a grant of £10,000 form Leicestershire County Council to help tackle some of its worst sections. He would like to undertake some of the dredging activity to the sections covered with the invasive "Water Soldier" species.

British Waterways are reluctant to act because it's a Remainder Waterway' and Natural England because it's a 'Site of Special Scientific Interest' More »

Paul has asked British Waterways and Natural England the following questions:

As publicly funded bodies, what plans do you have to manage this stretch of the Canal to standards which take account of public expectations?
Exactly which plant species or habitats are you trying to protect here?
What is the long-term consequence of allowing the Canal to exist in this condition?

As a result, the section identified starves the canal of water flow and oxygen downstream and the build up of silt is evidently going to cause it to revert to being dry land unless the vegetation is to be brought under control.

If you'd like to see something done about the reed and weed in the canal around Plungar Paul currently has the financial means to make a significant impact. However, he needs support local to get anything done.

Redmile churchyard work on trees
Redmile churchyard work on trees

Since the 1st February 2009 your parish council has taken on the responsibility for the upkeep of St. Peter's churchyard at Redmile. The upkeep involves keeping the grass cut, inspecting memorials for safety, maintaining the boundary wall and ensuring the safety and well being of the trees.

There are 37 trees in the churchyard. These vary in size but some are significant and any falling dead wood could cause serious injury should it land on a visitor. It is therefore essential that the trees are surveyed by an expert at regular intervals. We have recently had an inspection carried out by the Forestry and Arboricultural Group from Leicestershire County Council. This survey has recommended work on five trees. More »

We have obtained Conservation Area consent to carry out the proposed work and have now sought authority from the Diocesan Advisory Committee , once this has been given the work will be proceed.

A second phase of the work will remove a Lawson Cypress close to a grave memorial near the north east corner of the church. We invite comment on this removal from anyone who believes this tree was planted as a commemoration. « Less

Assisted Taxi Scheme

Some years ago the Parish Council obtained a substantial grant to run an Assisted Taxi Scheme. We still have a lot of this money to give away to eligible parishioners.

The Scheme aims to help people who do not have access to a car and who cannot use a bus, either because there is no suitable bus service or because they are unable to use the bus through infirmity or disability. Two types of journey can be assisted:

Travel to any doctor's surgery or hospital for medical treatment or consultation - so as to ensure that parish residents will not be prevented, on travel grounds, from attending a GP surgery, outpatients clinic, or going for tests, etc. More »

Travel to Bingham for services such as local shops, banks, doctor's, dentists, vets, Leisure Centre, etc, or for after-school activities at Toot Hill School - the idea of this is to make up, to some extent, for the lack of a bus service from Barkestone and Redmile to Bingham and the limited nature of the one from Plungar.

Any parishioner can be assisted if they meet the eligibility criteria - teenagers as well as adults. Assistance is given in the form of a quarterly supply of vouchers to pay part of the cost of a pre-booked taxi. Taxis may be shared so as to increase the help available.

NOTICE OF CONCLUSION OF AUDIT

& RIGHT TO INSPECT THE ANNUAL RETURN

The audit of accounts for Barkestone, Plungar and Redmile Parish Council for the year ended 31 March 2008 has been concluded.

The annual return is available for inspection by any local government elector for the area of the Council on application to:-

Barkestone le Vale Community Speed Watch

Barkestone-le-Vale has requested to make use of the Community Speed Watch Scheme run by Leicestershire County Council in cooperation with Leicestershire Constabulary and supported by the Leicester, Leicestershire and Rutland Road Safety Partnership.
The basis of the scheme is that volunteers will use speed detection equipment and will monitor traffic passing through the village at pre-selected locations.

The details of vehicles exceeding the speed limit are passed through to the Police who send out letters to the registered keeper outlining the concerns of the local residents and requesting that they keep to the limit in future. The volunteers do not get to know who the drivers are. More »

A pledge document has been filled in to show that either 200 or 20% your village/area support this scheme and I hope that you will give your support to the volunteers.
If you would like to assist in this scheme please contact me by telephone or the e-mail address shown on this leaflet and I will let the local coordinator have your details.
This scheme will run for four weeks starting within the next month.
There will be signs at the entrances to the village area, usually where there is a change in the speed limit, an example of which appears alongside. Kill your I This will tell you that the scheme is either about to commence or has started.

Next Community meeting

The next meeting for you to have your say is on Monday 12th May, starting at 7pm in Plungar Village Hall.

The Annual Parish Meeting (APM) is an opportunity for registered electors of the parish to have their say.

See Meetings Calendar for details. Guest of the meeting will be Mike Sheldrake from Leicestershire County Council Highways so if you have a question to raise be there to put it to Mike in person.

Following on from the APM is a Parish Council meeting where the Chairman will be elected to serve until May 2009. Operations of the parish council will be reviewed and recently received planning applications will be inspected and comments agreed for submission to Melton Borough Council. More »

Let's Spring Clean - says Melton Borough Council

Melton Borough Council is holding a Spring Clean week to rid Melton Mowbray and the surrounding villages and countryside of litter.

Spring Clean Week will commence on Monday 19th May 2008 and run until Sunday 25" May 2008 across the Borough.

During the week Melton Borough Council will be loaning out Council litter packs consisting of one wheeled bin, litter pickers, gloves, high visibility waistcoats and black bin liners. Waste will be collected free of charge.

In a letter to the parish council dated 8th April 2008 British Waterways report:-

REDMILE EMBANKMENT TOWPATH REPAIR WORKS
I would like to inform you that the towpath repair works at Redmile Embankment are now substantially complete.
There will be a further temporary closure of the towpath to enable the installation of a piece of equipment that will be used to monitor the embankment's stability. This should have been installed as part of the main works but had to be postponed as the method used proved unsuitable.
A revised method of installation for the equipment is being prepared and the works will be undertaken soon. This will require a closure for a few hours. Appropriate signage will be used at the bridge in Redmile and the Barkestone Lane access to avoid inconveniencing the public. Any minor works to tidy up the site can be completed without impeding towpath users. The storage units in the lay-by area on Barkestone Lane will also be removed.

Grantham canal towpath reopens at Redmile

The Grantham canal towpath at Redmile has reopened after being officially closed for eighteen months. Eight years ago major work was carried out to stabilise the embankment which had been slipping leaving the canal in danger of breaching.

At that time the canal was drained along the affected section of the Redmile embankment then long steel piles were driven in at the water's edge. At the same time the towpath was surfaced and on reopening it became a popular walk for locals and visitors, especially those with small children in pushchairs. More »

Unfortunately the embankment continued to slip. While the piles ensured the canal could not breach, the towpath moved and wide cracks appeared. They were initially filled but eventually the towpath was closed on the grounds of safety as the ground continued to move.

Extensive repairs have now been carried out and the towpath has been reopened providing a safe off road walk with excellent views across the countryside from this raised vantage point. « Less
